State Rankings

Typically my rankings I do are based only on teams I've seen play but, after thinking about it a bit most people that do rankings don't even see most of the the teams play anyway so decided to do a ranking of the top 15 teams in the state for each division without a whole lot of explanation. I will still do a ranking of teams I've seen play but, this will be an overall state ranking.
